He was kind of a bust for the St. Louis Cardinals, but other teams seem willing to take a gamble on Justin Masterson.
According to Jon Heyman of CBS Sports:
rangers and red sox have made offers on justin masterson. also talking to marlins, white sox, kc, sf, minn, etc.

So, the Texas Rangers and Boston Red Sox have made offers on Masterson. He’s in talks with the Miami Marlins, Chicago White Sox, Kansas City Royals, San Francisco Giants and Minnesota Twins. I liked Masterson’s presence with the team. He seemed like a good teammate that wanted to help out his team in anyway.

Masterson came to the Cardinals after a trade with the Cleveland Indians for James Ramsey, a top outfield prospect. A lot of fans were leery of the trade due to coming off an injury and bordered on irate after he wasn’t used the last month of the season, nor the postseason.
I’m sure Masterson is even more irate with himself for how he pitched for the Cardinals. I’m sure he needed more time to heal from the injury. He will have a lot to prove this season. So, whatever team gets him will have a nice pick up… a good teammate with a competitive spirit. I look forward to seeing where he lands!
